The Westfield Quarries is a popular place for people to go and cliff jump. Unfortunately it is private property. It is dangerous there to jump and swim but people go there anyways. The police think that the best way to get people to stop going there is to instead of giving warnings or trespassing tickets they are arresting people now.

That's not going to work. People are going to want to go there no matter the risk. If Death doesn't keep people away an arrest won't either.

So why not make it a little safer and start charging people. It would make the city money and still allow people to get the thrill of cliff jumping from a local area.
